Texas SB1301 amends the design-build method for government construction projects, limiting contracts to single integrated projects.
Texas SB1301 amends the Government Code to restrict governmental entities from entering into contracts for aggregated projects at multiple locations. Instead, contracts must cover only a single integrated project. For example, a linear transit project with multiple stops along the route is considered a single integrated project. Similarly, a water or wastewater infrastructure project, including a desalination plant, that includes treatment facilities, well fields, pump stations, water storage, and pipelines, is considered a single integrated project. This Act takes effect September 1, 2025.
