SB1269 modifies the Health and Safety Code to allow health care providers to issue itemized bills for health care services and supplies in three ways: electronically, through a patient portal on the provider's website; by mail or common carrier; or as a hard copy obtained at the provider's place of business. Patients have the right to request an itemized bill at any time after its initial issuance and can choose their preferred method of receipt. The changes will take effect on September 1, 2025.
