Texas SB1261 amends the Water Code to authorize the issuance of obligations for eligible water supply projects. These projects must be identified as recommended water management strategies in the state water plan and have cumulative costs of at least $750 million. The proceeds from the issuance of obligations can be used to finance and refinance eligible projects, refund obligations, and pay the costs of issuance. The maximum maturity or term of an obligation cannot exceed the reasonably expected useful life of the project or 40 years.
