It mandates that the task force submit an annual report to the legislature by December 31 of each even-numbered year. The report must include a description of the task force's activities, the consolidation plan, and the findings and recommendations of the task force. The task force is abolished and this chapter expires on September 1, 2027. The act takes effect immediately if it receives a two-thirds vote in both houses, otherwise it takes effect on September 1, 2025.
