SB1166 amends the Local Government Code to allow the commissioners court of a county to regulate junkyards, automotive wrecking and salvage yards, and recycling businesses in unincorporated areas. This authority applies only to counties with a municipality of 500,000 or more residents and located on an international border. The regulation cannot conflict with other laws, including those in the Transportation Code. The act takes effect immediately if it receives a two-thirds vote in both houses, otherwise it takes effect September 1, 2025.
