SB1165 amends the Local Government Code to allow the commissioners court of a county to regulate recycling businesses in unincorporated areas. This applies only to counties with a municipality of 500,000 or more residents and located on an international border. The regulation cannot conflict with other laws, including those under Chapter 396 of the Transportation Code.
