Texas SB1045 modifies the Government Code to mandate that a state agency must hold a public hearing before adopting a substantive rule if the request comes from at least 10 individuals, a governmental subdivision or agency, the lieutenant governor or a member of the legislature, or an association with at least 10 members. This change applies only to rules proposed by a state agency on or after the effective date of the Act, which is September 1, 2025. Rules proposed before this date remain governed by the previous law.
