Texas SB1028 amends the Water Code to change the qualifications for serving as a director of a municipal utility district. To be qualified, a person must be at least 18 years old, a resident citizen of Texas, and either own land subject to taxation in the district or be a qualified voter within the district. For districts in counties bordering the United Mexican States and containing a municipality with a population of more than 500,000, the only requirement is being a qualified voter within the district.
