The Texas House of Representatives congratulates Officers James Montero, José Selvera Jr., Raymond Gonzalez, Cecil Mosqueda, and U. P. Hernandez for their contributions to the historic Chicano Squad of the Houston Police Department. The squad, which was the first bilingual, all-Latino homicide unit, was initially tasked with reducing the number of cold cases and successfully cleared 80 percent of the cases they undertook. The unit has since become a permanent division and has inspired similar squads across the nation.
