Born in Goldthwaite and raised with three siblings, Fowler graduated from Throckmorton High School in 1953. He served in the United States Army as a helicopter mechanic and as a member of the 82nd Airborne Division from 1957 to 1959. On January 15, 1958, he married Patsy Yarbrough, with whom he shared 67 years of marriage and raised two sons, Ray and Gary. Fowler owned and operated a Conoco service station with his wife for over three decades.
