The Texas House of Representatives congratulates Jessica Scheer of Texas City for graduating from the Texas Partners in Policymaking program. This leadership training program, organized by the Texas Council for Developmental Disabilities, empowers adults with developmental disabilities and their families to advocate for policy change. Scheer, a mother of two sons, one of whom is autistic, has been involved in advocacy since 2005. She created a capstone project addressing the shortage of personal care attendants by advocating for increased compensation and training.
