Born on May 17, 1944, in San Antonio, Moreno served in the U.S. Navy and later attended St. Mary's University, where he participated in the Civil Rights Movement and voter registration advocacy. Over his career, he worked for four Texas governors, the Texas General Land Office, and the Texas Department of Health. Moreno was a charter member of the Greater Southwest Optimist Club and a founder of the National Hispanic Institute.
