Texas HB930 amends the Government Code to require congressional action for activating the Texas National Guard into active combat duty. Active combat duty is defined as participation in an armed conflict in a foreign state, performing hazardous service related to such conflict, or performing a duty through an instrumentality of war. The Texas National Guard can only be activated into active combat duty if Congress officially declares war or takes other official action as outlined in the U.S. Constitution.
