This bill amends the Water Code to change the procedures for civil suits brought by local governments or affected persons for environmental violations under the Texas Commission on Environmental Quality. It allows a local government, an affected person, or an authorized agent to institute a claim after the attorney general and the executive director of the commission receive notice, unless the commission or attorney general has already initiated proceedings or a civil suit. The bill also repeals a previous subsection and takes effect on September 1, 2025.
