Texas HB664 amends the Local Government Code to allow municipalities with a population of 700,000 or more to consider an offeror's principal place of business when awarding contracts for personal property or services, excluding professional services. This consideration is limited to contracts not exceeding $100,000 for construction services. If a municipality chooses to factor in the location of the offeror's principal place of business, it can assign up to 10 points for an offeror with a principal place of business in the municipality or five points for an offeror employing at least 20.
