Texas HB594 amends Section 158.038 of the Local Government Code to allow sheriffs to exempt certain positions from civil service systems. For counties with a population of two million or less, sheriffs can exempt the chief deputy, four major deputy positions, one or more departmental legal counsel positions, and additional department positions, but not more than 10 in total. For counties with a population between 2 million and 3.3 million, sheriffs can exempt the same positions but up to 18 in total. The changes take effect September 1, 2025.
