This bill amends the Texas Government Code to require that certain rules proposed by state agencies in the executive branch be reviewed and approved by the governor or an elected state officer of the agency. If the governor or an elected state officer does not approve an emergency rule, the rule cannot be renewed and a similar rule cannot be adopted. The notice of a proposed rule must include a certification of approval, signed by the governor or an elected state officer. These changes apply to rules proposed after the effective date of the Act, which is September 1, 2025.
