The bill amends the governance and operations of the Palo Pinto County Municipal Water District No. 1. It establishes a board of five directors elected from the district at large, with staggered two-year terms. The City of Mineral Wells appoints directors to fill vacancies. The District must hold an election to fill a director vacancy if more than one year remains in the term. The District must transfer property to the City of Mineral Wells by January 1, 2026. The District cannot supply water at wholesale to the City of Mineral Wells unless purchased on a per-gallon rate.
