Texas HB5687 amends the Special District Local Laws Code to require the Post Oak Savannah Groundwater Conservation District to enter into an agreement with a county to make improvements or develop programs or infrastructure. The agreement must be approved by a majority of the board and renewed annually. The district may use export fees to improve county roads necessary for inspecting wells and to develop environmental programs and infrastructure related to groundwater. The bill takes effect September 1, 2025.
