Texas HB5659 amends existing law to establish new procedural requirements for the Northeast Texas Municipal Water District. Before entering into a contract or acquiring a water appropriation permit, the District's Board of Directors must hold a public hearing. Interested parties can speak at the hearing, and notice of the hearing must be provided. Additionally, the District can only enter into a contract or acquire a permit if approved by a majority vote of the governing body of each city entitled to appoint directors. This Act takes effect September 1, 2025.
