Texas HB5646 amends the Education Code to require public institutions of higher education to grant in-state tuition rates to students enrolled in and a member in good standing of a Reserve Officers' Training Corps program, or members of the corps of cadets at a senior military college. This change applies starting with registration for the 2026 spring semester. The act takes effect September 1, 2025.
