Texas HB5538 amends the Texas Family Code to change the antiretaliation standard for mandatory reports of suspected abuse or neglect of a minor. It establishes a rebuttable presumption that a plaintiff's employment was suspended, terminated, or that the plaintiff was discriminated against for reporting abuse or neglect if the adverse action occurs before the 61st day after the report. This change takes effect September 1, 2025.
