Texas HB5532 amends the Government Code to set a cap on the growth of state appropriations. The Legislative Budget Board must establish this cap before transmitting the budget for the next state fiscal biennium. The cap is calculated based on the estimated average biennial rate of growth of the state's population and the estimated average biennial rate of monetary inflation. The changes apply to appropriations for the state fiscal biennium beginning September 1, 2025, and subsequent biennia. This Act takes effect September 1, 2025.
