Texas HB5499 mandates towing fee studies and regulates nonconsent towing fees in certain political subdivisions.
Texas HB5499 amends the Occupations Code to require political subdivisions that regulate nonconsent tow fees to conduct or contract for towing fee studies at least every two years. The studies must assess the fair value of towing services and be based on financial or accounting information. The governing body must establish or amend allowable fees within 30 days of receiving study results. If fees are not adjusted as required, they default to the commission-established fee. This applies to political subdivisions in counties with a population of one million or more.
