Texas HB5413 amends the Transportation Code to allow metropolitan planning organizations to designate up to 10% of public highway lanes as metropolitan lanes. These lanes can be used for projects that either increase highway capacity for public transportation, rail, or high-speed rail, or optimize the highway for pedestrians, cyclists, users of personal mobility devices, or other low-mass, low-speed road users. The designation requires a majority vote of the policy board. This Act takes effect September 1, 2025.
