Texas HB5410 amends the Natural Resources Code to clarify that when fluid oil and gas waste is transferred for treatment and beneficial use, the waste is considered the property of the person treating it until it is transferred again. The bill also states that the person who transfers the treated product or byproduct is not liable for any consequences of its beneficial use. This Act takes effect September 1, 2025.
