Texas HB5392 amends the Health and Safety Code to require hospitals with emergency rooms near vehicular traffic to install crash-rated bollards or similar barriers to prevent vehicle crashes. The Health and Human Services Commission must adopt necessary rules by December 1, 2025. Compliance is required from January 1, 2026. The act takes effect September 1, 2025.
