Texas HB5390 amends the Local Government Code to mandate that employers participating in economic development programs must contact local workforce development boards to identify qualified candidates from career development centers. Employers must consider these candidates when filling vacancies. Additionally, employers should give extra consideration to applicants receiving state or federal public assistance, such as unemployment insurance or assistance under Chapter 31, Human Resources Code. This act takes effect September 1, 2025.
