Texas HB5359 modifies vehicle emissions testing requirements for certain vehicles.
Texas HB5359 amends the Transportation Code to exempt 1996 or newer model vehicles with less than 50,000 miles from emissions testing when resold. The Texas Commission on Environmental Quality must study the impact of increasing the mileage exemption every two years, starting by February 1 of even-numbered years. The commission must publish the study results and adopt a rule increasing the mileage exemption if it does not adversely impact the state's air quality state implementation plan. The act takes effect September 1, 2025.
