Texas HB5269 amends the authority of the Office of Public Utility Counsel to access certain data. The bill grants the office the ability to assess the effect of utility rate changes and other regulatory actions on residential consumers. It also allows the office to advocate on behalf of residential and small commercial consumers, appear or intervene in proceedings, and request electricity market data from the commission, independent organizations, and electric utilities. The bill takes effect September 1, 2025.
