Texas HB5253 amends the Transportation Code to allow municipal governing bodies to declare lower speed limits on highways not part of the state highway system if they find the current limit unreasonable or unsafe. The new limit must be at least 20 miles per hour. Municipalities are exempt from needing to conduct engineering or traffic investigations if the street is in a residential district. The new speed limit becomes effective when signs are erected.
