Texas HB5243 amends the Human Resources Code to restrict the use of supplemental nutrition assistance program (SNAP) benefits for purchasing specific food and drink items. SNAP recipients are barred from using their benefits to buy energy drinks, sweetened beverages, carbonated beverages, candy, potato or corn chips, and cookies. Exceptions include milk products, milk substitutes, beverages recommended by health care professionals, products containing plant protein sources, and items fortified with vitamins or minerals and containing a source of protein.
