Texas HB5142 amends the Health and Safety Code to authorize the Department of State Health Services to lease real property or improvements on the Austin State Hospital campus for less than the prevailing market rate, without advertisement or competitive bidding. This applies if the executive commissioner determines the property is not being used by the department and if the property will be used to provide mental health services, including jail diversion services, and is leased to a unit of local government. The Act takes effect September 1, 2025.
