Establishes grievance procedures for state agency employees in Texas.
This bill amends the Texas Government Code to establish grievance procedures for state agency employees. It requires each state agency to create a procedure allowing employees to appeal disciplinary actions, demotions, suspensions, reductions in compensation, terminations, and changes to compensation or working conditions. The appeal process is considered a contested case under Chapter 2001. The executive head of each state agency must adopt rules to implement these procedures by January 1, 2026. The act takes effect September 1, 2025.
