HB5029 amends the Texas Election Code to require the general custodian of election records to manually count ballots in a partial recount for contested races and propositions. This recount must occur in at least 10% of precincts using electronic voting systems or 10 precincts, whichever is greater. The selection of races, propositions, and precincts is to be random, open to the public, and streamed live if the county has an internet website. The recount must begin within 72 hours of polls closing and be completed within 21 days of the election.
