Texas HB491 amends Section 455.351 of the Occupations Code to clarify the destination of civil penalties collected for violations of massage therapy laws. Penalties collected by district or county attorneys must be deposited into the general fund of the county where the court is located. Conversely, penalties collected by municipal attorneys must be deposited into the general fund of the municipality. This change takes effect on September 1, 2025.
