Establishes the Breakthrough Postsecondary Advising Program to support first-generation and educationally disadvantaged students in Texas.

The Breakthrough Postsecondary Advising Program, established by this bill, aims to support students who are the first in their families to pursue and attain a postsecondary certificate or diploma, or students who are eligible for free or reduced-price lunch. The program coordinates with social service organizations, public school personnel, and other agencies to provide services to students at risk of not completing high school and pursuing college or career options. The commissioner is tasked with coordinating these efforts and cannot contract with private entities for these functions.
