Texas HB4887 amends the Utilities Code to provide grants and loans for dispatchable electric generating facilities in the ERCOT power region. The Texas energy fund will provide a completion bonus grant for the construction of such facilities. The Public Utility Commission can use the fund to provide loans for upgrades to existing facilities. Electric energy storage facilities are not eligible for these grants or loans. The bill takes effect September 1, 2025.
