Texas HB4859 amends the Utilities Code to restrict the allocation of funds from the Texas Energy Fund. Specifically, it prohibits the commission from allocating more than $5 billion for loans or grants under certain sections until the maximum amount of funds has been allocated for grants under another section and for grants or loans under a sub-chapter. The act takes effect immediately if approved by a two-thirds vote in both houses, otherwise it becomes effective September 1, 2025.
