Texas HB4815 amends Section 382.085 of the Health and Safety Code to exempt owners or operators of sources or facilities from liability for unauthorized emissions caused by criminal acts of others. This protection applies to emissions occurring after the effective date of the Act. The Act takes effect immediately if it receives a two-thirds vote in both houses, otherwise it takes effect September 1, 2025.
