Texas HB4689 amends the Local Government Code to allow municipalities to annex areas adjacent to railroad rights-of-way under specific conditions. A municipality may annex an additional area if it is adjacent to a railroad right-of-way that is contiguous and runs parallel to the municipality's boundaries and is contiguous to the area being annexed. The annexation can only proceed if each owner of the area agrees. This Act takes effect immediately if it receives a two-thirds vote from all members elected to each house; otherwise, it takes effect September 1, 2025.
