HB4626 amends the Local Government Code to establish special hearing and notice requirements for municipalities converting properties to house homeless individuals. Municipal governing bodies must hold a public hearing at least 90 days before conversion and notify nearby residences and businesses 36 hours in advance. If a governing body fails to comply, affected individuals can seek injunctive relief in district court. The Act does not apply to temporary shelters during emergencies. It takes effect immediately if passed by two-thirds of the legislature, otherwise on September 1, 2025.
