Texas HB4621 amends the Family Code to allow a federal or state judge who conducts a marriage ceremony to return the completed marriage license electronically. The county clerk will then mail a certified copy of the license to the address indicated on the application. The county clerk may also email the marriage license to an email address provided by the applicants. This Act takes effect September 1, 2025.
