Texas HB4612 amends Section 89.026 of the Natural Resources Code to revise the procedures for conducting fluid level or hydraulic pressure tests on inactive wells. Operators must notify the Railroad Commission of Texas, relevant groundwater conservation districts, and surface estate owners at least three days before conducting a test. Representatives of the notified groundwater conservation districts and surface estate owners can witness the test. Operators must also provide test results to groundwater conservation districts and surface estate owners if the test is unsuccessful.
