Texas HB4603 amends the Insurance Code to change the eligibility for mediation of certain out-of-network health benefit claims. It allows an out-of-network provider or a health benefit plan issuer or administrator to request mediation within 90 days of receiving an initial payment. The commissioner of insurance must adopt rules to implement these changes within 30 days of the Act's effective date. The changes apply only to services or supplies provided after the 30th day following the Act's effective date.
