HB4594 amends the Texas Election Code to redefine "qualified voter" and voter registration eligibility. A qualified voter must be 18 or older, a U.S. citizen, not mentally incapacitated, a state resident, and a registered voter. To register to vote, a person must meet the same criteria and, if convicted of a felony, must not be incarcerated and must have completed their sentence or been pardoned. The Act takes effect immediately if passed by a two-thirds vote in both houses, otherwise it takes effect September 1, 2025.
