Texas HB4584 amends the Utilities Code to allow the Public Utility Commission to provide loans for upgrades to existing dispatchable electric generating facilities in the ERCOT power region, provided they result in a net increase of at least 100 megawatts of capacity. The bill also allows loans for the construction of new dispatchable electric generating facilities with a capacity of at least 100 megawatts, as well as facilities with a capacity of at least 10 megawatts utilizing emerging technology sources of thermal dispatchable electricity generation.
