Texas HB4583 amends Section 572.053 of the Local Government Code to allow public entities participating in a public utility agency to dissolve the agency and transfer its obligations, assets, permits, and licenses to the remaining entities. The bill also allows a public entity that is the only remaining participant to dissolve the agency by ordinance. This change takes effect September 1, 2025.
