Texas HB447 requires traffic impact studies for municipal utility district bonds financing road projects.
Texas HB447 amends the Water Code to mandate that a municipal utility district cannot issue bonds to finance a road project unless each entity with jurisdiction over a road intersection conducts a study evaluating potential changes to traffic patterns and volumes. This requirement applies to intersections located inside the district or within one mile of its boundaries or over a road providing ingress to or egress from a residential development in the district. The act applies only to bonds issued after its effective date of September 1, 2025.
