Texas HB4373 amends the Local Government Code to allow a limited district, created by converting a special district under a strategic partnership agreement, to exercise all powers and duties in the disannexed area. This applies regardless of any prior agreements between the district and the disannexing municipality. The act takes immediate effect if approved by two-thirds of the members in both legislative houses, otherwise it takes effect September 1, 2025.
